APHA’s intelligence unit
APHA’s intelligence unit identifies threats that undermine UK policies for safeguarding animal and plant health. This includes collecting, evaluating and analysing information sourced from APHA staff, members of the public, other government departments and non-governmental organisations.
Information is used to produce threat assessments which highlight areas of non-compliance that put effective disease control and export trade at risk. In the context of bovine TB controls, APHA’s intelligence unit receives information about potential non-compliance including;
- Illegal movement of animals on and off holdings subject to TB movement restrictions
- Interference with the tuberculin skin test to manufacture or mask TB reactors
- Non-compliance relating to APHA approved TB units and markets
- Alleged poor quality tuberculin skin testing by official veterinarians
Members of the public can contact APHA’s intelligence unit to report any information that relates to failure to comply with bovine TB controls. The information is evaluated and the non-compliance investigated and dealt with as appropriate by the relevant authorities. All intelligence is handled in accordance with the National Intelligence Model Code of Practice. This means that the source (the person reporting the intelligence; their name and email address) is protected and their identity is not revealed to anyone outside of APHA’s intelligence unit. Any information shared outside of the unit is sanitised to protect the identity of the source.
